The Government of Jamaica has received financing from the Inter-American Development Bank for the Energy Efficiency and Conservation Technical Assistance and intends to apply part of the proceeds of this grant towards the Preparation of a Public Sector Energy Efficiency and Conservation Investment Program for Jamaica. The Consulting Firm will be required to provide the following:
• Evaluation of Energy Consumption Patterns for Public Sector Buildings
• Cost Assessment of Public Sector Energy Consumption
• Cost Benefit Analysis of Retrofitting Buildings and Public Sector Energy Demand with Energy Efficient Equipment
• Investment Plan for the Energy efficient equipment installation
• Energy Services Company (ESCOs) Terms of Reference (TOR)
The Ministry of Energy and Mining (MEM) the executing agency for the programme, now invites expressions of interest from prospective bidders who are nationals of member countries of the Inter-American Development Bank for the supply of Consulting Services. The objective is the preparation of a public sector energy efficiency and conservation investment program for
Jamaica. The estimated duration of the consultancy is six (6) months.
Interested Consultants must provide the following information to establish their competence in the performance of the services required:
• General background of the Consulting firm
• A description of similar energy efficiency and conservation assignments undertaken
• Experience as Consultant contracted for services for at least the last five (5) years, and specifically, participation as Consultant in a role that is similar to the proposed Consulting Services within the last three (3) years.
• Availability of appropriate skills among staff supported by curriculum vitae.
• Working experience in Caribbean countries similar to Jamaica
The expressions of interest will be evaluated based on the qualifications and relevant experience of the firm and the results will be used to prepare a shortlist of no more than six consulting firms.
The firms included in the shortlist will subsequently be invited to present technical and economic proposals on the basis of a request for proposals mailed to them, which would include a detailed terms of reference.

Expressions of Interest should be clearly marked "Energy Efficiency and Conservation Technical Assistance" and must be deposited in the tender box located at the Ministry of Energy and Mining, PCJ Building, 36 Trafalgar Road, Kingston 10, Jamaica on or before 2.00 pm on January 7, 2010 and will be opened at 2.30 pm on the same day
The Ministry of Energy and Mining will not be responsible for any costs or expenses incurred by applicants in connection with the preparation or delivery of the expressions of interest.
