 PSTU STEPS UP CONSULTATIVE OPERATIONS

The Government's Public Sector Transformation Unit (PSTU) has stepped up its consultative operations with the establishment of a small Inter-Disciplinary Transformation team in all Ministries and Government Agencies.

This team comprises union delegates, human resource directors, Information and Communications Technology experts, International Relations persons and a cross section of staff members representing all major functional areas.  The Permanent Secretaries in the Ministries have been given the terms of reference on the roles and functions of the team.

The 7-member PSTU will meet on a regular basis with the Inter-Disciplinary team so that all the information from the PSTU can be effectively communicated and transmitted to their respective staff.

The PSTU was announced by Prime Minister Bruce Golding, in November 2009, to lead, monitor, evaluate and facilitate the restructuring of the public sector for efficient, effective and economical Government.

Providing an update on its operations yesterday (Feb 11) during a meeting with Prime Minister Bruce Golding and various stakeholders at Jamaica House,  CEO of the Unit, Mrs. Patricia Sinclair McCalla said a consultative approach is being taken with all stakeholders as they will play a critical role in the transformation process.

‘We have met with all Ministers, Permanent Secretaries and Senior Managers in all Ministries.  The second round is to meet with the entire staff of the Ministries and agencies,' Mrs. Sinclair McCalla said. She noted that the role and functions of government must be clearly defined and government must stick to its core functions.

‘We are going to ensure that the administrative cost of managing the Public Sector is realistic in terms of delivery of service to the public. There will be a monitoring and evaluation framework to review the efficiency gains over the next 18-months', she said.

The PSTU is to make a presentation to Cabinet in the next two weeks on the status of their operations.
