PREPARATION OF A NATIONAL SPATIAL PLAN
STATEMENT OF CAPABILITY
The Government of Jamaica (GoJ) has received a Technical Assistance Grant from the Caribbean Development Bank (CDB) to assist in financing the preparation of a National Spatial Plan (NSP). The project will be executed by the Office of the Prime Minister and technical support will be provided by the National Environment and Planning Agency.
GoJ is seeking to engage a consulting firm to prepare a NSP that will provide the strategic framework necessary to underpin and guide national spatial development and investment decision-making. The NSP will inter alia provide the spatial framework for guiding the location and regulation of orderly and progressive development, establishing broad based policies governing development activities outlined in Vision 2030 Jamaica National Development Plan and other public and private sector initiatives.
The NSP, when completed, will be a critical instrument of support for the long-term strategy to improve the overall development planning process including environment and natural resources management. Preparation of the NSP will thus help the country to:

Establish the framework to guide/inform spatial development at the regional and local level;
Optimise the use of land and natural resources for sustainable development

Facilitate balanced development;
Ensure that the land resources are used in the public interest; and
- Achieve one of the desired outcomes of Vision 2030 Jamaica which is to create an appropriate framework for sustainability planning.
GoJ now invites the submission of Statements of Capability from eligible consulting firms interested in undertaking this assignment. A consulting firm shall be eligible for procurement if:
(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries or by a body or bodies corporate meeting these requirements;
(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
(c) in all cases, the consulting firm has no arrangement and undertakes not to make any arrangements whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are CDB Member Countries. Submissions will be assessed based on technical competence, qualifications and experience, regional experience on similar assignments, financial capability, the extent of prior commitments, and proficiency in English. Submissions should include the firm's profile, descriptions of similar projects completed within the past five years and curriculum vitae of key personnel. Consulting firms are required to provide a multi-disciplinary team including professionals familiar with the preparation of national spatial plans as well as persons with specialist training in the conduct of strategic environmental and social impact assessments.
Statements of Capability must be submitted in triplicate (hard copy) to the first address stated below no later than 1500 hours on December 7, 2009.
Simultaneously, one hard copy should be sent to the second address below. Sealed envelopes containing the submissions should include the name and address of the applicant and should be clearly marked:
"Statement of Capability: Consultancy Services, Preparation of A National Spatial Plan".
All information must be submitted in English. Following the assessment of submissions, a shortlist of not less than three, and not more than six firms, will be invited to submit technical and financial proposals. Copies of the terms of reference for the assignment will be made available to the shortlisted firms.
GoJ reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. GoJ will not be bound to assign any reason for not short listing any applicant and will not defray costs incurred by applicants in the preparation and submission of the statements of capability. Applicants will be advised in due course of the results of their submissions.
